The policy-making body of the federal judiciary adopted
the first-ever binding procedures for handling complaints of judicial
misconduct in all federal jurisdictions. The Judicial Conference
unanimously approved the new rules, which will eliminate
inconsistencies between circuits in how complaints of judicial
wrongdoing are handled.

The Pennsylvania Supreme Court has modified its procedural rules to
require notification of a parent or guardian whenever a minor is
subpoenaed to appear in court.

Lancaster County Court's President Judge Louis J. Farina has
established a task force to study the formation of a mental health
court in the county. The mental health court concept is designed to
allow nonviolent offenders to serve time in treatment programs instead
