Court of Judicial Discipline Finds Matter of Disrepute

October 10, 2012

The Court of Judicial Discipline found that former Philadelphia Traffic Court Judge Willie F. Singletary brought the judicial office into disrepute when he showed photographs of his genitals on his cell phone to a Philadelphia Parking Authority contractor. Mr. Singletary had previously resigned from the bench.

The Legal Intelligencer (subscription required) reports that both sides stipulated to the fact that Mr. Singletary did not remember that the explicit photographs were on his phone. Nevertheless, the court found that Mr. Singletary intentionally revealed the pictures. Mr. Singletary’s lawyer said that his client would be submitting objections to the opinion.

Chief Counsel of the Judicial Conduct Board, Robert Graci, said that “The only sanction left is to bar Singletary from ever holding judicial office again.” Mr. Singletary had previously been the subject of judicial discipline. He received a public reprimand and probation for soliciting campaign funds and suggesting that he would favor anyone who contributed to his campaign.
