Complaining About Bias

If you feel you have been treated unfairly by a judge or other court personnel because of your race, gender, ethnicity or limited English proficiency, you may lodge a complaint with the President Judge of the court. Often, the President Judge has set up a procedure to address such complaints. In addition, complaints about improper conduct by a judge may be lodged with the Judicial Conduct Board.  Information about filing such a complaint can be found here on PMC's website.

Additionally, some county bar associations have committees to collect information and try to resolve complaints of bias in the local courts. In Philadelphia, individuals may contact the Philadelphia Bar Association's Committee to Promote Fairness in the Philadelphia Legal System. In Allegheny County, individuals may contact the Gender Bias Sub-Committee of the Women in the Law Division, Allegheny County Bar Association.
